Katsav via al-Jazeera blames the Palestinians for current conditions

In an interview on Tuesday with al-Jazeera TV satellite station, the Israeli President Moshe Katsav has invited the Arab leaders to "come to Jerusalem" in order to discuss means of reaching peace with Israel. He added that negotiations with the Palestinians will not be resumed unless violence is stopped against the Israelis.
Katsav accused the Palestinians of preventing the Israelis from enjoying one day of calm since the Oslo agreement. He also criticized the Palestinian President Yasser Arafat because he did not honor his peace obligations towards Israel.
Katsav said "I invite all Arab leaders to come to Jerusalem and if they are not willing to do so, the leaders of Israel are ready to go to any Arab capital or city in order to discuss on means of reaching a just and permanent peace with the Arabs." Katsav added "I welcome the Saudi initiative proposed by the Saudi crown prince Abdullah but they ( the Arabs) will not repeat it and preferred continuing provocation and blood shed." He said that Israel did not reject the Saudi initiative.
