King Mohammed delivers Throne Day speech

On the occasion of the throne day marked this Tuesday to commemorate the 3rd anniversary of the enthronement of King Mohammed VI, the sovereign delivered a speech appraising actions undertaken in the last year and outlining visions for the future of Morocco.

Here follows the translation of the speech that was aired by the Moroccan TV and Radio:

ÒPraise be to God,

May prayers and peace be upon the Prophet, his Kith and Kin

Dear people,

If the speech of the Throne is, each year, essentially important in as much as it assesses the state of the Nation and outlines the broad lines of the action to come, this yearÕs Throne speech has a special character since it is delivered few weeks before the election of a new House of Representatives. Moreover, this speech marks the beginning of a year full of successive electoral operations in such a way that on this day, next year, God willing, all the representative institutions would have been renewed.

Shall we therefore start this electoral year according to a short-sighted politicking logic, making of the elections an end per se?

Definitely no, for, being aware of the NationÕs supreme interests, we were keen on adopting a strategic approach, making of this year, a year of general mobilization and a suitable opportunity for reconciling the citizens with credible elected councils, which represent a powerful backing to the executive bodies and an efficient lever for integrated development.

However, we were first and foremost keen on sharing with you, dear people, the lessons and teachings of these electoral operations, as well as the promises they harbor and the horizons they open.

During this first legislative term of alternation that Morocco went through, all actors concerned showed a wisdom, a perspicacity and a voluntarism likely to help materialize the objectives that the pioneer of our democratic march, Our venerated Father, His Majesty King Hassan II, May God rest His Soul in Peace, set.

We adhered to these objectives in order to secure all chances of success to this decisive stage in our countryÕs political process. This is what made alternation an important phase in the process of consolidating democracy. The former opposition gained during this stage the culture of governing, while the former majority played the role of constructive opposition.

The Kingdom of Morocco --enshrined in the coherence of its institutional and constitutional frame and comforted by the depth and rigor of its traditions and spiritual, social and cultural balancesÑ clearly managed to give credibility and reality to its capacity of action in order to translate into harmony and serenity the voluntarist and ambitious approach devised by Our Majesty, with the action implemented by the governmental and parliamentary institutions.

This reality, whose quality and pertinence are fine-tuned on a regular basis, is the fruit of choices and reforms that Morocco never ceased to enforce all along the past decades. No need to make a detailed historic survey of these choices and reforms. However, we would like to underline that these gains to which all Moroccans contributed, draw their power, their legitimacy and their durability from their very structural and consensual foundation that we have always endeavored to reinforce.

You perfectly know, dear people, these gains have a particularly symbolic dimension when we know that all around us, the years and the months that we have lived, generated a regional and an international situation wherein break-ups and ruptures are more frequent than serene certainties and positive consensus.

We saw to it that Morocco be able, in the face of this torment, to steer ahead with determination and resolve, and especially to continue the materialization of its programs according to the agenda set, despite the apprehensions and the perturbations generated by an often tragic juncture.

Beyond the ongoing noisy political and electoral debate, we have to accurately appraise what we have built together and put at the service of the national community.

We have also to accurately appraise what we still have to do, to improve, to correct or to activate. Our thought goes, in this connection, to our economic performance, which has always been intrinsically linked to the political foundation whose virtues and gains we have just lauded.

If we have won the first battle of consecrating our democratic options, and making them irreversible, does everybody grasp the efforts and sacrifices made to materialize this objective? Is our democracy sheltered against all perils and drifts?

We have to be more vigilant and constantly mobilized to avert that this democracy be used by those who dream of a prosperous, comfortable life, in complete idleness, while they propagate discouragement and despair, as if Morocco turned its back to its own History, to its future and to the hopes of its own children.

These hopes stem from an aspiration to a better tomorrow, likely to fulfil the expectations of the mounting generations to more dignity, security and prosperity, through ensuring a life in dignity to the citizens, achieving rural development and generating jobs for the youth through the creation of more riches in our country and seeing to their fairer distribution.

Each one of us has to realize what he should do in the future so that freedom, pluralism and diversity, which distinguish our social project, be factors of development and modernity in our countryÕs political life, making of this year a new start for a global upgrading in Morocco, politically, economically, socially and culturally.

Dear People,

MoroccoÕs political upgrading requires a noble approach to elections. These polls, given the credibility and efficiency they bestow on institutions, are a political investment likely to draw and spur economic investments, create new wealth to take up the challenge of integrated development.

That is why we have been keen on securing all necessary conditions and guarantees so that democracy be the genuine winner of these elections.

We are looking forward to seeing the political parties compete in presenting realistic and practical governmental programs, coupled with well-defined financial means and precise deadlines for the materialization of these programs. Likewise, these programs have to provide for solutions to the major issues posed to the nation and to the daily concerns of the citizens. I had dealt with these goals in several of my speeches to you, and devoted all my efforts to translate them into reality.

Democratic competitiveness is indeed necessary. However it has to stop when the countryÕs supreme interests require so. That is why we saw to it that our endeavor to enlarge the scope of public freedom and human rights be consolidated by the setting up of the bodies entrusted with protecting these rights and freedoms and at the same time with defining the conditions for their exercise, as well as the related necessary guarantees.

In this connection, we shall, in the few coming weeks, God Willing, install the new Human Rights Advisory Council and the Diwane Al-Madhalim.

We are equally determined to deepen the feeling of serenity among the citizens through consolidating the authority of the state institutions around the nationÕs sacred values within a strong nation, seeing to the strict respect of the law and of its supremacy and to the equality of all before the law.

The reform of justice, which is one of the basic pillars in this regard, provides an atmosphere of trust, best spur for investment. To enable the reform of justice to reach its top pace, the financial and human resources devoted to this sector have to be reinforced in such a way to continue rehabilitating, modernizing and upgrading justice and to enable it better fulfil the noble, great and increasingly numerous tasks vested on it.

We have equally granted a keen interest to the promotion of womenÕs condition in the different fields of public affairs management. In this connection, we set a deadline not exceeding the end of the current year, for the commission in charge of proposing a draft personal status code (Moudawana), heeding the finalities of our tolerant Shariaa (Islamic law) and our international commitments in this regard.

Morocco, which is scoring continuous progress on the path of modernity and democracy, cannot accept that its audio-visual sector be unable to keep pace with this evolution in such a way to meet the aspirations of the citizens to a media landscape combining modernity and attractiveness and respect of the sacred values of the nation.

Part of the mission vested on us by the Constitution to preserve the rights and freedom of citizens, social groups and communities, we endeavored for devising a Cherifian Dahir, on the creation of a higher instance of audio-visual communication, as an independent institution, endowed with the necessary means to fulfil its mission in full impartiality.

We sought from that to secure the right to information through consecrating freedom to create independent press and audio-visual media and through putting an end to the state monopoly in the field. Part of this drive, we saw to securing a public radio and television service, proper to guarantee the plural expression of the different trends of opinion, within the respect of our religious values, the components of our national identity and the laws of the Kingdom.

Dear People,

Our democracy will remain shaky unless it is backed up by economic development and social solidarity.

Although we have scored several political gains, we still suffer from shortcomings at the level of productivity and riches generation as well as their social distribution. This compels us to wage a battle to encourage production and spur investment, the aim being to upgrade our national economy, consolidate its productivity and profitability.

We have also to train our human resources, which are our fundamental wealth, within a perspective that liberates the creative energies and enables these resources to enter the great production fields with competitiveness and ability.

This objective can however be achieved only if we consider that market economy is not evil, that profit is not a tare and that globalization is not a danger. A sound handling of these factors will help us turn them into a source of wealth and a prelude to social justice.

Such an undertaking requires the enforcement of a harmonious economic and financial policy, with a clear perspective and well-defined priorities part of contractual programs between the public authorities and the private sector. Meanwhile, the Hassan II Economic and Social Development Fund should continue to play its role as a powerful development lever.

Speeding up the passage of our economy from an annuity-based economy to market economy will allow us win the stakes of the free trade accords, concluded with the European Union, the United States of America as well as with the south Mediterranean countries signatories of the Agadir Declaration. It will equally help us consolidate MoroccoÕs role as an axis in the exchanges between the three continents.

The activation of the regional investment centers, the implementation of the guidelines contained in our letter to our Prime Minister on the decentralized management of investment and the enforcement of related judicial and administrative reforms will make of next year, God Willing, a year of economic upgrading par excellence.

While noting the positive character of some economic indicators, a stubborn reality persists: Why does our country find it difficult to translate these indicators into an economic dynamic?

We are all concerned by such reality. We have to break the shackles of frustrating doubt and of unjustified fear and do away with the waiting-games that weakened our economy and braked down its development.

Our faith in our potentials and the force that drives us to more progress and prosperity cannot be decreed by a speech or a political decision. It rather depends on self-will and bold initiative. And that is what we lack.

Consequently, we have to start from a realistic and clear-sighted assessment of our economic situation and from a clear-cut conception to accurately set the objectives, for whose materialization we have to earnestly endeavor in order to speed up and promote our countryÕs economic development.

It is high time to conduct an accurate assessment and a rational planning of what should be done in the future with a view to reaching the expected harmony and exploiting better the progress already achieved in political and economic realms, while abiding by efficiency and productivity and setting the priorities according to a well-defined timetable.

The whole process should unfold within the respect of the sound management of public affairs policy that the Kingdom adopted to reach economic modernization and sustained development.

Dear People,

In the framework of Our endeavors to improve our human resources, we have covered important stages in the process of reforming the education system. But other enormous tasks are still needed if we are to follow a coherent and harmonious educational policy. Likewise, following up, assessing and enriching the implementation measures of reform of the education system require to support the missions conducted, with objectivity and impartiality, by the Special Commission for Education and Training, in order to set up a permanent structure entrusted with conducting impartial and comprehensive assessment of the educational system.

This operation must be conducted with a spirit of fruitful cooperation and perfect coordination with the relevant sectors and all the actors involved in this crucial project. We have given a strong impetus to this reform by setting up the Mohammed VI Foundation for the promotion of social works of the education and training staff, and by improving the situation of this staff whom We invite to adhere firmly and with patriotism to this great project.

Since fostering the culture of citizenship is bound to the eradication of illiteracy, We intend to reconsider the deadlines set to eradicate this plague.

Evidencing our will to revalorize all the components of our cultural identity, in the framework of the national unity, We instituted the Royal Institute of the Amazigh Culture. We will see, again and as usual, to spread the spirit of tolerance and openness between cultures and civilizations be they local or global and to ward off all forms of extremism and fanaticism. We are proud of the bright aspects of our authenticity, while taking the path of modernity and rationality.

The improvement of our human resources will remain tied to the consolidation of the solidarity culture, to the will to make it the basis of public policies, and to efforts meant to raise this culture from a simple spontaneous act into an institutional action.

In this connection, We want to affirm the particular interest We grant to disabled persons, which reflects in the adoption of comprehensive programs geared towards integrating them in public life, by giving them an adapted training guaranteeing them means to lead a decent life.

We can but voice total joy and pride at the attachment of our faithful subjects residing abroad to their nation. We are also pleased of their indefectible adherence to the bonds of eternal ÒBeiÕaÓ, and to their authentic cultural identity. We also laud the interest they grant to maintaining their ties with their families in Morocco. We assure them again of all the esteem We have for their efficient contribution to economic development efforts, and to the international radiance of Morocco.

We affirm our strong will to see to it that they hold the privileged place they deserve, and that they play an active and efficient role in all walks of national life.

We would like to reassure them as to the special interest that we grant to their living conditions, both abroad and at home. Likewise, we see to it that the competent institutions fulfil their aspirations, in the frame of a coherent, integrated and fruitful approach.

Dear People,

Out of will to inquire on the field about your situation, we visited a number of provinces and regions in the south, the center, and the north of the Kingdom. This was actually an opportunity to renew the ties of loyalty and faithfulness binding us as it was an opportunity to launch various development projects.

Our Northern and Southern provinces are actually the regions that focus our attention and incarnate our strategic option to make of the Region a propitious space for investment. We project to make of these regions a model of an integrated regional development.

In this context, and in parallel to our resolve to make of Tangier and of its existing port, one of the largest ports and one of the most outstanding sea resorts in the Mediterranean, we gave our instructions to conduct studies and to set up a large port, trade and industrial compound on the shores of the Strait, east of Tangier.

The international standing of this complex and its connection with free trade areas are likely to materialize Our will to break the isolation of our Northern provinces, ensure their integrated development and enable Morocco to be an actor and a partner in world economic exchanges.

Given the considerable size of investments and strategic challenges and in view of the needed rigorous coordination between all of the projects components and the public institutions, including the agency for the development of the provinces of the north and the private economic operators, both Moroccan ones and those from sisterly and friendly countries, we have decided to set up a private law institution, vested with public authority powers and endowed with all advantages likely to enable it conduct, in best conditions possible, all operations related to completing this huge project.

In a bid to speed up the materialization of this project, of which we are so keen and which we surround with all our solicitude, we instruct our MajestyÕs government to adopt the soonest legal arrangements for the inception of this institution.

With the same determination and resolve, we instruct Our government to adopt the soonest a legislative procedure for the creation of the agency for the development of our southern provinces, that are so dear to us, and whose creation we have announced on the occasion of Our blessed visit to the city of Laayoune.

We are most keen to see this agency represent the best illustration of our national mobilization and of our tireless action to give to our conception of the integrated development of these provinces its full scope, in the frame of our national unity, our territorial integrity and regional democratic evolution. Actually, it is in accordance with this vision and these principles that we have accepted the United Nations draft framework agreement, as a basis for the quest of a definitive political solution to the artificial conflict raised around the Moroccan identity of our Sahara.

The more this national move was in tune with the increasing backing enjoyed, at the international scale, by the United Nations fair and peaceful option, the fiercer were the hostile stands of the opponents to our territorial integrity, openly opposing the UN option. These opponents went as far as adopting a partition thesis, unveiling by the same token all the flimsy arguments that were used to mislead the international public opinion, under the pretext of defending the self-determination principle.

As we have affirmed it to the whole world during our blessed visit to the city of Laayoune, We once again proclaim our unshakable determination to protect our territorial integrity and not to renounce an inch of our territory. In the same vein, we firmly stress the utter rejection of any partitioning thesis, meant to harm our sacred sovereignty and territorial integrity, as this thesis underlies threats and risks to balkanize the region of the Arab Maghreb and the whole African continent.

Nevertheless, Morocco, given its civilizational heritage, the legitimacy of its right, the constancy of its stands, its adherence to the values of moderation, wisdom and circumspection and its trust in the future, was keen not to tread on the path of total rupture, opting for energizing and reactivating the institutions of the Arab Maghreb Union.

Our hope was that the construction of the Maghreban Union would reflect in a scrupulous adherence to the essence and form of the Marrakesh treaty, and in the first instance, to the provisions related to the respect of the union membersÕ sovereignty and territorial integrity. This implies the banning of any activity threatening the security of one of the member states or the inviolability of one of the regimes be authorized and of any activity that is contrary to the supreme interests of our States and their national components, as these interests are above all calculations and considerations.

However, the bitter reality shows us that the ambiguous stand wittingly kindled was actually hiding a truth that has today come under broad daylight, a stand going in a negative direction, openly adopting the fragmentation of the territorial integrity of the Kingdom of Morocco and backing the aggression against the northern enclaves of the national territory.

Could any other member state of the Union have followed a path other than the one taken by Morocco if its territorial integrity had been harmed, and if a group of its citizens had been sequestered and detained, in violation of international conventions, human ideals and Islamic values?

We cannot accept that History records that we have only striven to mislead our peoples and give them the illusion that we are fulfilling their aspirations to unity at a time the stands adopted by some only seek to distort and fragment this unity further.

The Maghreban Union cannot be reactivated unless divergences and antagonisms are overcome, unless conspiracy, dismembering and betrayal are rejected, unless visions are harmonized, goals clarified and constants respected and unless there is genuine will to spread brotherhood, trust and solidarity and to be imbued by wisdom and by a spirit of unity and consensus.

The Maghreban Union cannot be reactivated without adopting a progressive and rational approach to promote the shared potentials and fulfil the aspirations of present and mounting generations to build a homogenous grouping, able to take up the challenges of development and international groupings and to win the strategic stakes of the post-September 11, 2001 world order.

From this standpoint, Morocco will remain ready to hold a constructive dialogue and to work earnestly with its brethren to build up the Maghreban Union that we deem an inevitable strategic choice.

Dear People,

The world witnessed, on the morrow of the tragic events of last September, changes that deeply modified the world order and international relations, as they dramatically impacted on world stability and security. We were among the first to vehemently denounce these terror acts that targeted the United States of America, a friendly country, as Morocco has always been a country imbued by the values of freedom, democracy, peace, tolerance and co-existence, long before the advent of these criminal events, before the collapse of the Berlin wall and the fall of the dictatorship of the single party system.

Hence, Morocco got involved, spontaneously and firmly, in the struggle against terrorism, wherever it is and wherever it comes from. In this regard, we pay tribute to the vigilance and mobilization of our security services, our valiant armed forces, the agents of the Royal Gendarmerie and National Security. Likewise, we hail the competence of the ministry of the interior executives who succeeded in foiling a terrorist operation plotted abroad against targets within and outside the national territory.

As much as we are attached to see Morocco remain a land of overture, encounter and confluence of civilizations, as much we are determined to oppose, by the force of the law, any attempt to harm the stability of this peaceful country. Likewise, as we consolidate our democratic anchoring and as we strengthen our development, we endeavor to consolidate the national social and political fabric, whose invulnerability to all forms of extremism, violence and terrorism is for us a source of joy.

As terrorism has no religion nor nation, the tireless action we conduct to shield our country against the causes that lead to terrorism and the dangers entailed by terrorism, is combined to the efficient contribution we make at the international scale to uproot terrorism, in the frame of a comprehensive and efficient approach.

In our quality as Amir Al Mouminine (Commander of the Faithful), we have underscored, when opening the outstanding regional and international conferences hosted by our country that Islam rejects terrorism, precisely because it is a religion of tolerance, moderation, coexistence and peace that consecrates and consolidates human dignity and humansÕ right to live in total security.

Meanwhile, the holding in Agadir of the Mediterranean forum provided a propitious opportunity to the countries bordering the Mediterranean sea to start pondering on a regional approach geared towards fighting terrorism and consolidating peace and security throughout the world, and especially in the Middle East region.

In this context, we have been constantly and deeply concerned by the explosive situation in the occupied Palestinian territories.

Thus, we have traveled to a number of brotherly countries and summoned an extraordinary session of Al-Quds Committee.

In parallel, we have exerted utmost efforts and undertaken all necessary moves with various influential sides in a bid to re-launch the peace process and ensure an unconditional return to the negotiations table. By these endeavors, we sought to start a new era of cooperation and stability in a region that has been afflicted for long decades by painful clashes and cruel tragedies.

Likewise, together with our brothers in the summit of Beirut, we supported the peace option by adopting the initiative engineered by our dear brother, Prince Abdullah Ibn Abdulaziz, Crown Prince of the Kingdom of Saudi Arabia. The initiative reaffirms the foundations of international legality, the Security Council resolutions, and the Palestinian peopleÕs legitimate right to establishing an independent and viable national state with Al-Quds Ashareef as a capital.

Attached to our African roots, We have endeavored to extend the channels of communication and dialogue with our brotherly African countries. Thus, we instructed our government to activate cooperation and exchange mechanisms in a bid to bring an efficient contribution to the development and stability of Africa.

In this regard, we had the pleasure to receive in Morocco the visits of some African leaders, mainly the presidents of the Mano region countries which we are trying to reconcile through various initiatives.

In parallel to our countryÕs efficient presence and contribution to establishing security and stability in the world, we have, while visiting friendly and brotherly countries or while receiving heads of state, produced evidence to the importance that we grant to giving our already excellent political relations with these countries, an economic dimension that will help build on the democratic radiance of our country and attract more investments, as part of a dynamic economic diplomacy.

During our successful visit to the United States of America, we managed, with our friend, His Excellency President George Walker Bush, to extend the scope of our strategic partnership with this friendly country. Likewise, our visit to the PeopleÕs Republic of China has given a strong impetus to the development of our fruitful cooperation with this great Asian country.

In the same vein, we issued instructions to craft a free-trade agreement among four Arab-Mediterranean states, which are all bound to the European Union by association agreements and bilaterally bound by agreements for the creation of free-trade zones. Such a move materialized by the ÒAgadir Declaration,Ó which is a practical step open to all Arab-Mediterranean States. This endeavor means to make the regional integration process move forward and lay down the foundations of a fruitful and balanced dialogue at the Euro-Mediterranean scale.

In accordance with our commitments in the realms of multilateral cooperation, our country has played host to or participate in several international encounters on sustainable economic development and human rights.

While the ultimate objective of our diplomacy is to make of Morocco a country with a perfected territorial integrity, an efficient actor in its regional and international environment, and an embodiment of the virtues of peace, cooperation and good neighborliness in the frame of mutual respect, it has, just like any other state, inalienable rights and vital interests which it cannot renounce and cannot concede, whatever the sacrifices needed are.

The first of these rights is the safeguard of the KingdomÕs national sovereignty and territorial integrity inside its authentic borders, in the respect of international legality.

This is the reason why we rejected the Spanish governmentÕs armed aggression against the Toura islet, which has always been an integral part of our national territory and part of the sovereignty of the Kingdom of Morocco, as is evidenced by historical and geographic facts as well as authoritative legal instruments.

As much as we are attached to the return to the prior situation in this Moroccan islet and refuse escalation and imposition of the fait accompli, we are keen on guaranteeing peace, stability and good neighborliness in the strategic region of Gibraltar. Therefore, we expect that Spain clarifies the type of relationship it intends to have with Morocco and take into account the evolution requirements in our two countries and the vital stakes underlying their present and future relations.

In this regard, Morocco has been painstakingly, since its independence, claiming the end of SpainÕs occupation of Sebta, Melilia and the colonized neighboring islands in northern Morocco. Morocco chose to this end to take the path of lucid reason and to adopt a peaceful and civilized approach as illustrated by the wise proposal of Our Venerated Father, His Majesty King Hassan II Ðmay God rest His soul in peace- to set up a Moroccan-Spanish joint reflection cell to find a solution to the problem of these occupied areas.

To Our regret, to date we have not received any positive response on the Spanish side to settle the issue of the usurped enclaves which have become spots, bleeding our national economy and bases of illegal emigration and other unlawful practices.

Concerning litigious issues, which are common between neighbors, Morocco is ready to debate them provided that they are handled in the framework of a prospective vision and a frank dialogue between the two countries, spurred by constructive will and faith in the need of co-development projects, in keeping with our shared cultural legacy, in compliance with the treaty of friendship, cooperation and good neighborliness, and in accordance with the weight of historical and geographic realities and the values and requirements of modern time.

Dear people,

The celebration of the glorious Throne Day is the occasion to renew the sincere pact that binds you with your First Servant, in a spirit of solid attachment and perfect symbiosis with the glorious Alaouite Throne. It is also an opportunity for you to express, as you have always done, your most sincere faithfulness and most indefectible allegiance in a total and permanent mobilization to the first of your servants who dedicates himself to protect the nation and the religion and lead you on the path of progress and prosperity.

We seize the opportunity of this happy commemoration to pay homage to all those who, with determination and resolve, endeavor to fulfill these aims, and those who see to guaranteeing conditions of security, serenity and stability, namely our Royal Armed Forces, Royal Gendarmerie, Police, Auxiliary Forces and Civil Rescue agents.

We pay a particular homage to our forces stationed in Our Southern Provinces, defending our territorial integrity and participating in peace-keeping and security in different parts of the world.

In such a privileged moment, loaded with so many feelings and emotions, we need, more than ever, to reminisce the recent and remote history of our country, and to keep in mind the great sacrifices our glorious ancestors made. It is thanks to those sacrifices that Morocco was able to preserve its unity and freedom, build its civilization and culture, and take up all the challenges that it had to face throughout the ages.

In these moments of commemoration filled with pride and hope, We implore the Almighty to grant them the best and most generous of rewards, and bestow His endless mercy and all His commiseration on the martyrs among them. May God receive in His eternal paradise the hero of liberation, Our Venerated Grandfather, His Majesty King Mohammed V, may God bless his soul, and the builder of modern Morocco, Our late Father, His Majesty King Hassan II, May God have him in His Saint Compassion.

May the Almighty make the strong and solid ties that bind us last eternally. May He assist us, guide our steps and crown Our efforts with success to achieve prosperity and conduct the reforms that we all aspire to.
