UN says Somalia atmosphere not conducive to solving problems

The Secretary General of the UN Kofi Annan has stressed in a report issued on Monday that an atmosphere of suspicion in Somalia itself and the countries of the area obstructs searching for a solution that can be conducive to normalization of the conditions in this country which is situated in the African horn.
The report was prepared at the request of the UN Security Council on the escalation of the wave of violence in recent months especially in the capital Makadishu and Geido in the southern part of the country that the humanitarian condition is still fragile.
Annan said that he had appointed according to the request of the UN Security Council a team of two experts in order to prepare a study that precedes the discussions in the way the weapon embargo process was introduced in 1992 but was not implemented and the team could not head for Somalia because of security reasons.
The report explained that the initiative of Inter Governmental Authority for Development (IGAD) is obstructed because of the differences between Ethiopia, Djibouti and Kenya on the process of reconciliation in Somalia which since the beginning of the 1990 s lacks an actual central authority.
In his report, the UN secretary general called on IGAD's member states and other countries in the region not to permit its contradictory view points obstructing the national reconciliation process in Somalia. He added that differences will only lead to making the already complicated mission more complex and encourage all parties concerned and the warring Somali leaders to adopt stubborn positions.
