King Mohammed receives four new members to Constitutional Council

Morocco's King Mohammed VI, who was accompanied by Prince Moulay Rachid, received Thursday afternoon at the royal palace in Rabat the four new members to the Constitutional Council, who were introduced to the sovereign by the Council president Abdelaziz Benjelloun.

The new members are Abdelkader El Kadiri, Dean of the Faculty of Law of fez, Abdel'ahad Dekkak, Chairman of a Chamber at the Supreme Court, that the sovereign appointed as members to the Council, as well as Hani El Fassi, attorney a the Rabat bar, who was named to the council by the speaker of the House of Representatives (lower house of the Moroccan parliament) and Sobh Allah El Rhazi, professor at the faculty of Law of Sala Al-Jadida, who was designated by speaker of the Chamber of Advisors (upper house).

King Mohammed VI urged the new members to be unbiased and to evidence team spirit in fulfilling their duties that consist in seeing to the respect of the Constitution in all realms falling under the prerogatives of the Constitutional Council.

He also underlined the eminent rank of the council as a fundamental pillar of the rule of the law and underscored the key role of the council's jurisprudence role.

The four new members were then sworn in before the sovereign.

The Council's President afterwards handed the sovereign the first release of the magazine issued by the Council and a translation in French of the Constitutional Council's rulings.

The ceremony was attended by advisors to the king, Abdelaziz Meziane Belfkih and Mohamed Moatassim, director of the royal office, Mohamed Rochdi Chraibi, the king's Chamberlain, Brahim Frej, and charg?s de mission at the royal office, Mohamed El Kettani and Fadel Benyaich.

Under article 79 of the Moroccan constitution, the Constitutional Council is made up of six members appointed by the King for a nine -year period. Upon consultation with parliamentary groups, six other members shall be appointed for the same period, half of them by the President of the House of Representatives and the other half by the President of the House of Counsellors. A third of each category of members shall be renewed every three years.

The chairman of the Constitutional Council shall be selected by the king among the members appointed by him.

The Chairman and the members of the Constitutional Council shall serve for a non renewable term of office.

The Constitutional Council decides, among others, on the validity of the election of the Members of Parliament and on that of referendum operations.

Its decisions are not put into question and are binding upon all public authorities, administrative and judicial sectors.
