On the Shebaa farms and the Golan

The Kuwaiti daily al-Anbaa issued on Friday quoted well-informed diplomatic sources in Beirut as saying that there was German consultation with Syria and Lebanon on an American proposal carrying an Israeli signature and deals with the intermingled region between the Golan and the Shebaa farms.

The sources said that consultation meetings were held to this effect in Germany and were preceded by security and military talks between Israeli specialized officers and American officials in Washington, noting that the proposal conveyed by the German diplomats includes the following points: Israel withdraws from the Shebaa farms for the commitment of both Syria and Lebanon to deploy their military forces on the border in order to guarantee preventing penetration of these borders.

Second; programming the after- withdrawal era provides for dismantling the weapons of the Hizbullah party and converting it to a movement or to a practical political party.

Third; the Americans undertake to provide Lebanon with enough financial coverage to support its political stability, while they also undertake to support Israel in vast military interference against the Hizbullah and the forces supporting it in case any members of the Israeli army and civilians are exposed to fire launched from inside the Lebanese borders; this under the condition of examining these violation before retaliation and to make sure that the violation came as a result of an aggressive attack.

Fourth; handing out the corpses of the Israeli soldiers in possession with the People's Front For the Liberation of Palestine- general command.

Fifth; after that Israel will release shifts of the Lebanese detainees held by it and the same measure to be taken by the Hizbullah as it has to release the Israeli prisoners and Israel is also to release immediately the well-known prisoners of the Hizbullah party held by Israel especially Mustafa al-Deirani and Sheikh Abdul Karim Obeid.

The sources said that these proposals are under study in Damascus and Beirut and that choosing a German mediator for direct involvement is because of a successful experience for the Germans in earlier negotiations with Hizbullah.
