Secret negotiations over founding a Palestinian state

The Kuwaiti daily al-Seyasah said that secret negotiations are being made in Washington to declare the independent Palestinian state on an area ranging between 56 to 62 % of the territories of the West Bank and Gaza.
The paper quoted sources at Arafat's office as saying that Serry Nuseibah, the Palestinian official in charge of the refugees file in the Palestinian Authority and Ziad Abu Ziad, the official in charge of Jerusalem file are representing the Palestinian side to these negotiations, while the Israeli side is represented by Shimon Peres and two legal consultants in the government of Sharon, in the presence of the director general of the CIA George Tenet and one member of the US Senate.
The sources added that points that were initially agreed upon so far include Israel's withdrawal from the West Bank and Gaza at 56 to 62% within three months of the date of enforcing the agreement and the foundation of the independent Palestinian state and that this ( Palestinian) state will negotiate on various fundamental issues like Jerusalem, the refugees, borders, settlements and the waters and others. The timing of this negotiation will be confined to a period of time not to exceed two years and then Israel will announce its consent that UN Security Council resolutions 242 and 338 are the legal base for negotiations.
The sources added that the Palestinian and Israeli sides agreed that this (Palestinian) state will form national guard forces at a ceiling to be agreed upon regarding their number and arm supplies and signing a document of non- aggression between the two countries.
The sources explained that Arafat informed the White House and the Saudi crown prince his initial approval on these items which Sharon will be given the choice within the few coming months between approving signing of the agreement or to quit the government.
