Washington threatens Arafat to ban the PLO; renews exemption

The US administration has warned the PLO of the possibility of the US acting according to the law of 1987 which imposes sanctions on the Palestine Liberation Organization PLO in its being a terrorist organization.
In the memorandum which was addressed by the US President George Bush to his secretary of state Collin Powell that it is in the interest of national security in the US to postpone the implementation of this law for other 6 months.
An official at the White House said that the postponement decision was not spontaneous and it will be based in the future on " the extent of the subjugation of the Palestinian authority to its obligations and the conditions set by the US President George Bush."
The US administration has frequently issued the postponement decision to implement this law since 1994, after its recognition of the PLO.
Bush Issues 6-Month Waiver of Provisions of Anti-Terrorism Act for PLO (Memorandum sent for Secretary of State April 16) (190)
Following is the text of an April 16 memorandum from the White House waiving the provisions of the 1987 Anti-Terrorism Act for the Palestine Liberation Organization (PLO):
"Pursuant to the authority vested in me under section 534(d) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2002, Public Law 107-115, I hereby determine and certify that it is important to the national security interests of the United States to waive the provisions of section 1003 of the Anti-Terrorism Act of 1987, Public Law 100-204. This waiver shall be effective for a period of 6 months from the date hereof."
