Israel believes it is above the law

Arab League Secretary General Amr Moussa stressed that a solution can be reached to the difficult issue of the Middle East.
In a phone interview with CNN late Tuesday, Moussa said the latest Arab summit, held in Beirut on March 27-28, tabled a very important initiative based on balanced commitments by both parties.
These commitments included an Arab recognition of Israel's right to exist and an end of the Arab-Israeli conflict in swap for an Israeli commitment to implement relevant UN Security Council resolutions as well as honouring the Madrid terms of reference, he elaborated.
The real problem lies in the Arabs' feeling that the Israeli political establishment acts out of a conviction that it is above the law and that it would never be subject to UN Security Council sanctions no matter what it did, Moussa asserted.
Israel feels it needs no agreement with any body, he said.
Moussa hoped State Secretary Colin Powell's mission would be crowned with success, asserting that the man enjoys credibility in the region.
He also hoped Powell would not be concerned with small details and give due attention to a comprehensive strategic view of the Mideast future.
Powell should think about the shape of the future political settlement and steps to be taken to save the situation, said Moussa.
The most important thing for the Arabs and Israelis is to have a light at the end of the tunnel not caring about security issues only, Moussa asserted.
The Arab League chief warned of any interim agreement and called for a final solution like the one of the Beirut summit.
