An American- British peace plan on the ME

The Kuwaiti daily al-Seyasah said that a high ranking official at the British government disclosed that the US secretary of state Collin Powell will debate on the four Arab leaders whom he will meet during his current Middle East region tour which started on Monday a new peace plan to solve the crisis between the Palestinians and the Israelis and on a regional scale.
The plan stated to send American and British observers that might be joined also by others from Europe and Russia to observe a cease- fire between the Israeli army and the Palestinians after Sharon's withdrawal from the West Bank and Gaza and to halt any terrorist operations against Israel.
The British official told al-Seyasah that this plan proposes sending teams of diplomatic observers and former government's officials and security members of intelligence and police which will not be attended by any armed force to guarantee the response of the chairman of the Palestinian authority Yasser Arafat in arresting the terrorists which Israel asks for their arrest and asks for halting revenge operations.
The official said that this plan which Powell will try to promote with the Egyptian President and the Moroccan and the Jordanian Kings are originally built on the Saudi initiative which was approved by all Arab, US, European and Russia sides.
The British official added that the plan calls on the UN Security Council to issue a decision unanimously adopting the Saudi initiative and to become later a base for political legislation among the sides of the conflict.
The British official did not rule out the British prime minister Tony Blair to hold a Middle East tour that will cover in addition to Tel Aviv, Riyadh, Cairo and Amman in support of the new plan which will be supported without reserves by most of the European Union member states.
