The Israeli daily Haartez said that the Israeli foreign minister Shimon Peres proposed in talks with Egyptian officials to permit the chairman of the Palestinian territories Yasser Arafat to leave his headquarters if arrangements will be taken to live in exile outside the Palestinian territories.
The paper indicated that the Palestinian officials refused this idea.
