Plan to merge IGAD, Libyan- Egyptian initiative on Sudan

A Kenyan plan was disclosed in Khartoum that is secretly prepared towards merging the two initiatives of the IGAD organizations with the joint Libyan- Egyptian initiative concerned with establishing peace in Sudan.

Press reports in Khartoum said that a project is being prepared secretly under the supervision of the State of Kenya which sponsors the peace file in Sudan through the organization of IGAD member states with the aim to merge IGAD's initiative with the Egyptian- Libyan initiative, so as to eliminate points of differences between the conflicting sides, and propose a confederation system ( one state with two ruling systems, ensuring the southern district internal independence within the context of the one state).

According to the press reports which are based on well-informed sources, the proposed plan will deal with the issue of the relation between the state and the religion through giving Sudanese "provinces" the right to enact legislation that suit them, together with guaranteeing peaceful coexistence among religion with having no privilege for one religion over the other.

The proposed plan also states practical measures starting with total cease fire, not to be linked to the political solution and this is to be made in coordination with the American efforts.
