King Mohammed urges for reforming justice
Morocco, Judicial, 3/1/2002
Morocco's King Mohammed VI stressed Friday that magistrates and all of justice professionals need to mobilize to reform justice.
The sovereign who opened the session of the higher magistracy council said magistrates and all other actors of the judiciary system have to massively and strongly mobilize in order to carry on judiciary reforms and give it a judicious orientation. He explained that "obstruction and expectation are no longer valid and hesitation and over-cautiousness are no longer allowed."
Despite the stages covered, reform is still far from the goal we have set for it and is still beyond the legitimate expectations and aspirations of citizens and of society, he insisted adding that to succeed in the challenge of development and democracy, the apparatus in charge of justice needs to be reformed.
Reiterating his resolve to rehabilitate justice, improve it and rid it of all flaws and shortcomings, the sovereign argued that the role of justice is to guarantee the respect of social order and peace, grasp ongoing mutations in Morocco, meet new requirements for consolidation of the rule of law and democracy, and ensure the pre-eminence of law and the equality of all.
The sovereign's speech further called the Council to ensure consolidation of guarantees granted by the constitution to magistrates, intensify efforts to reinforce the independence of justice and avoid indulging in any corporatist, electioneering or any other biased logic in order to assume its own independence.
King Mohammed VI further insisted that total mobilization, needed for justice reforms, requires that the participation of all magistrates be enlarged, and called all magistrates to carry out their historic mission and preserve the honor and dignity of their duty, in order to reconcile Moroccans with their justice, restore trust, and give back to Morocco the greatness of an independent, sound, competent and strong justice.
