Peace proposals negotiated secretly between Arafat, Sharon

In its Sunday's issue, the Kuwaiti daily al-Seyasah said, according to well informed Arab sources, that there are peace proposals that are under negotiations secretly between Arafat and Sharon.

The paper added, according to the same sources that these proposals includes the vision of the Israeli defense minister Benjamin Bin Aliazer for a final settlement according to which a provisional agreement will be signed to be followed by a comprehensive peace agreement after one year.

The said agreement can be put as follows: Israel's acceptance to recognize the Palestinian state on the border of June 4 according to UN resolution 242 and Arafat's acceptance to establish a capital for the Palestinian state in Ramullah in the first phase and this to be then followed by negotiations concerning Jerusalem to transfer Israel's religious sovereignty to the Palestinian authority on the al-Aqsa mosque and to freeze the issue of discussing the file that provides for the return back of the refugees for five years and a partial dismantling for the Israeli settlements.

The Kuwaiti daily added that Sharon informed Mahmoud Abbas, Ahmad Qrei; Muhammad Rasheed during his meeting with them before he left for Washington his rejections that the eastern part of Jerusalem be the capital for the Palestinian state.

The paper noted that Arafat is to dismember the Hamas and the Islamic Jihad and to arrest the Palestinian activists in bargaining to have the Eastern part of Jerusalem as a capital for the Palestinian state, but Sharon refused that.
