Arafat and an American message on leaving PA areas

Palestinian sources said that the chairman of the Palestinian Authority Yasser Arafat has received an American message saying that he can head for Beirut to take part in the Arab summit but the American administration will not be able to guarantee his return back to Ramullah or to the Palestinian Authority areas. The sources added that the Palestinian Authority understood the message as a "one way ticket " for Arafat.
The Kuwaiti daily al-Rai al-Am issued on Sunday quoted the sources as saying that Arafat did not say any word after receiving the message, yet, people close to him confined to saying that the period until the next summit is still long and may carry many surprises but did not define the nature of these surprises.
