Saudi Arabia's King Fahd has pardoned 13,768 Saudis and expatriates jailed for minor offences out of 30,000 inmates to mark his 20th anniversary in power, the Interior Minister Prince Nayef said. A saudi official was quoted about a plan "to abolish jail terms for a number of offences as part of a major reshuffle of the kingdom's prison service," The Daily Telegraph reported today.
