government receives go ahead to modernization plan

Egyptian Prime Minister Atef Ebeid said that the government has received the go ahead signal from President Hosni Mubarak to carry out the plan to modernize Egypt.

The government has mobilized the best experiences to draw up the preliminary draft of the plan and it will be referred to the Shura council before taking steps to carry it out.

Ebeid made the statement before the Shura council yesterday in reply to remarks made by members of the council during debates on the issue of the modernization of Egypt.

The goal of the plan is to rise to the development level of country to "advanced and democratic" and to develop the abilities of organizations and individuals in the fields of production, services, government agencies and the civil society.

The government has set 16 years to carry to the modernization plan. Modernization was carried out in other countries over 250 years in big industrial countries and efforts are continuing. In Japan, it worked in about 100 years.

"Modernization has become a must. It is no longer voluntary in view of the changes that took place at the international level in the past 25 years that witnessed great transformation to liberalize trade and globalize markets," Ebeid said.

If Egypt wants to receive its share of world trade and world funds and knowledge it should follow the course of modernization.

Ebeid said that modernization should include all institutions of society. We should be able to protect the nation and maintain security and stability and establish justice and support efforts to realize the added value.

Good planning is required before the plan is launched. Modernization needs huge funds.

He gave as example the modernization of 12,000 industrial establishments that needs 1015 billion pounds.

"Knowledge has no nationality and we should seek it wherever it exists," Ebeid said.

Egypt benefited from the experience of experts of 21 nationalities in the field of producing cement.
