Government reshuffle in Kuwait due to low quality government employees
Kuwait, Politics, 1/12/2002

The Kuwaiti daily al-Seyasah said on Friday that a ministerial reshuffle will be made in Kuwait and will target ministers who are also members of the parliament ( nation's council) that may get out of the government and only one parliament member will stay as a minister.

The paper quoted sources which it described as well-informed as saying that there are reasons behind the expected reshuffle namely the " regret" over the parliamentarian ministers ( ministers who are members at the nation's council) performance and the outcome of such performance especially in recruiting tribes members and trends they affiliate to in great number. A matter which obliged the civil service council to declare new conditions for having employees. Among these conditions are to prevent the minister from making any job recruitment on the bases that the cabinet is no more able to control this process directly.

The sources explained that the phenomenon of recruiting relatives and friends at the expense of qualified cadres in the ministries, assumed by ministers who are ( members at the nation's council) has become widely spread to a great extent that can not be kept silence towards it.
