An American plan to topple Saddam Hussein

Western sources told the Kuwaiti daily al-Rai al-Am issued on Saturday that the US draft plan aiming at toppling the Iraqi President Saddam Hussein started to raise Iran's concern because the options debated by this plan is the foundation of the Iraqi Shiite regime without men of religion and not a friend to Iran.

The sources explained that an American work team has recently toured the region and visited several Gulf states, Jordan and Turkey as well as the Kudish areas in order to draw an integrated plan that will be conducive to eliminating the current Iraqi region, noting that contacts made by the American team with Iran were direct and that it met with the representative of the higher council of the Islamic revolution in Iran in one of the Arab Gulf states, while contacts were made between the Arab national congress led by Ahmad al-Halabi and Tehran after the conference was permitted to open an office in Tehran.

The sources said that the American work team recommended to halt dealing with any political Islamic side in Iraq and to confine dealing with the Islamic groups in the plan implementation phase which was ruled out by the beginning of the political process.

The American work team also recommended to prepare an early base for a national congress which will be later conducive to a provisional Iraqi government and to be plenary and also to include army officers like Taqfiq al-Yaseri, Wafiq al-Samerra', Fawzi al-Shummari and Fares Hussein who are all Shiite to be joined later by Sunni army officer.

The plan notes giving Turkey flexible access to al- Mousel and Karkouk.
