Government is keen to provide and improve services extended to citizens

Egyptian Prime Minister Atef Ebeid said that in the reign of President Hosni Mubarak, no citizen would be deprived of receiving services at the highest level, whatever the citizen's financial capacity.
"The government gauges its success according to the services it provides, at a high level, to citizens particularly those of limited income," he said.
Addressing a popular rally at the governorate of Menoufia, in the Nile Delta, Wednesday the Prime Minister said that the government is committed to provide 800,000 jobs annually for youth and university graduates, including 150,000 job in the State administrative apparatus evenly distributed among the various governorates in accordance with their actual needs.
"Other opportunities will be available through the private sector, loans for small projects, training and upgrading professional skills to meet the developing demands of the labour market," the Prime Minister said.
"New investments amounting to 365 million pounds are spent every day," the Prime Minister said.
Total government and private sector investments over the past 20 years amounted to 773 billion pounds.
Services (electricity, water, sanitary drainage, canals, communications) were upgraded in all governorates in an unprecedented manner in spite of the fact that the number of population tripled during that period.
These services were provided as a result of the efforts of President Hosni Mubarak who succeeded, as a result of his wise policy, in obtaining aid from friendly countries.
President Mubarak also succeeded, as a result of his continued efforts, to have half Egypt's external debts witten off.
Prime Minister Atef Ebeid said the government allocated 250,000 pounds for every village and half a million pounds for every town.
This program will continue during the coming 10 years to improve living conditions in rural areas in particular and also in shanty areas.
Additional allocations will be made to complete urgent projects which connect several governorates such as roads, bridges, railways and covered canals.
These additional allocations will become available in the coming six months. They will also cover maintenance of schools and hospitals.
The Prime Minister said that the government seeks, in the coming period, to turn villages into "production cells" to raise the income of individuals and the state and provide more job opportunities.
The Prime Minister Wednesday opened new establishments at Menoufia University which have been built at a cost of 250 million pounds.
Among them was the Suzanne Mubarak hospital for the health of mothers and children, an emergency hospital for critical cases, a grand celebrations hall, and auditorium which seats 12,000 students, a central library, a liver institute and a college for computers and information.
Addressing a meeting which was held to celebrate the anniversary of Menoufia University, Ebeid said that the state was keen to support university education. The number of universities has risen to 13.
With the aid of scientists Egypt increased the number of factories to six fold in the past 20 years and added 3.5 million feddans to the arable area 50 percent of cultivated land in Egypt. A total of 100 new hotels were built.
"Discovered natural gas resources tripled and human resources were developed to keep pace with progress in all fields," the Prime Minister said.
The government is committed to providing some 800,000 jobs for young people annually, said Ebeid noting that these jobs are to be distributed on fresh graduates in the various Egyptian governorates in a fair way.
The aggregate public and private investments in the Egyptian projects over the past 20 years hit some L.E 773 billions, he noted, clarifying that these projects covered the areas of electricity, water and sewage.
He said that investments allocated for expanding the agriculture, industry and oil sectors and for improving public services have been tripled.
"Egypt's university youth participated in the "crossing epic" which was led by President Mubarak," the Prime Minister said.
Egypt's scientists drew up four integrated development plans which contributed to raising the per capita income and increased the index of social development as recorded in international reports.
They also contributed in formulating the best economic Reform Program in the world which was carried out over the past 20 years without having any negative effect on the social fabric of the State.
Minister of Higher Education Moufid Shihab said the number of university students rose from 400,000 in 90/91 to 1,200,000 in 2000/2001. Expenditure on higher education rose from 283 million pounds in 82 to 4.6 billion pounds in 2000.2001.
Prime Minister Atef Ebeid concluded his tour in Menoufia by visiting the Mubarak Industrial Zone at Qawesna.
It is built on an area of 350 feddans and includes 42 factories with total investments of 343 million pounds. They provide 13,000 job opportunities and are environment friendly.
