New Syrian Cabinet sworn in before the Syrian president

The new Syrian cabinet ministers headed by the prime minister Muhammad Mustafa Miro took oath of office on Saturday after noon at the Damascus al-Shaab palace.
Following the sworn in ceremony the President talked to the new cabinet ministers saying that the " minister who was criticizing the performance of the government before becoming a minister must take such a thing into his/her consideration, since he /she must exercise what she /he was criticizing."
On development and modernization, the President noted that development in " our country" starts with solving problems and treating reality, while modernization is to approach modernity existing in the developed countries.
Modernization has many aspects, first and foremost administrative modernization and technology. " When we seek development, we must move forward from several ideas, and there must be priorities, such as addressing corruption with all its economic, social and moral dimensions. The aim is always to avoid making mistakes, not to be indulgent in countering corruption and provide all conditions which achieve development and prosperity.
The president stressed that there is no one above law, since addressing reality starts from developing the administrative system which limits corruption.
The president also put emphasis on the collective work, starting from the cabinet to all state institutions. Therefore, shouldering responsibility is required from every official. He added that developing laws to harmonize with the public interest allows the official to exercise shouldering responsibility without contracting with law.
President al-Assad stressed the minister's role in deepening qualifying leading cadres on his/ her ministry, saying that one of the very important principles is to widen participation in making decision within the one establishment through making use of experiences existing in the country and listening to those who have distinguished moral and professional reputation inside and outside the country.
He said that the country is heading for improving the living condition of the citizens, parallel with increasing production. He indicated that such gradual increase must have an initial aim, that is to attract expertise from outside the state to work within the state and entice those who work within the state to increase their production.
He also talked about population growth, saying that such growth affects the economy, thus calling for achieving an economic development that is equal to the growth rate of population.
On the problem of water, the president said the balanced development which helps in distributing population properly and linking after crisis with it, creates balanced development in the different parts of Syria." So, we must decrease wasting and misusing water especially in public places by repairing water networks and maintaining infrastructure." As for the Syrian expatriates, the Syrian president said the Syrian expatriates constitute the " homeland's treasure and ambassadors in the countries of expatriation, who help explaining the civilized image of their native homeland.
