Al-Qaddafi proposal on the besieged Afghani city of Konduz

The Libyan President Mu'ammar al-Qaddafi has proposed to all sides which besiege groups of fighters belong to Taliban and the Afghani Arabs in the city of Konduz to hand over the Afghani Arabs to their respective Arab states to be tried there, according to the Libyan official news agency on Wednesday.
The agency added that the proposal which came in order to avoid a massacre among the unarmed civilians calls for treating other besieged persons of the Taliban as prisoners of war under the auspices of the UN.
The Libyan official news agency added that the al-Qaddafi addressed those who called them " the committee of wise-men," Nelson Mandella, Bill Clinton and Gorbeycheve to interfere to help in solving this problem.
