King Mohammed stresses importance of encouraging investments

Morocco's King Mohammed VI said in Rabat Friday as he opened the fall session of the parliament's fifth legislative year he will be announcing "outstanding decisions that will mark a turning point in a decentralized management of investment projects."

Talking to members of the two parliamentary chambers -the House of Representatives and the Chamber of Advisors- the sovereign stressed that he has been "keen on devising an innovative policy meant to lower all obstacles, procedures and bodies hampering investments and to seek means of promoting investments, mainly by making outstanding decisions that will mark a turning point in a decentralized management of investment projects." He cited in particular the inception of regional investment centers whose outlines and mechanisms will be defined in a Royal letter to the prime minister.

The sovereign further explained that "democracy might remain purely formal as long as it is not leaning on economic and social development" and stressed the need to "restore hope to the under-privileged people, especially young people, and to foster their trust in the present and future of their nation."

For the sovereign, an efficient administrative and judiciary apparatuses and skilled human resources are needed to support the investment-encouraging policy, explaining that "this is the same approach that We adopted in appointing a group of Walis and chief executive officers in a number of enterprises and public institutions, in order to make of the administration and of the public sector, the first economic operator in matters of investments and a part and parcel of the global development dynamic."

The reform of justice will also be carried out with the same resolve in order to consolidate the supremacy of the law, transparency, honesty, equity, and celerity in issuing and executing rulings, promoting thus a climate of trust, propitious to investments.
