A Presidential decree to establish private universities in Syria

Syrian President Bashar al-Assad has issued legislative decree no 36 for 2001 which provides for organizing private educational establishments for after secondary school learning.
It permits the establishment of private or joint venture educational establishments in the Syrian Arab republic that would contribute, together with Syrian standing state run universities and intermediate institutes to provide best education and contribute to raising the level of higher education, scientific research and increasing university learning opportunities.
These universities are designated to teach Arab and foreign programs in continued collaboration with governmental, Arab or foreign universities ( recognized by their own governments ).
Every and each of these universities has a legal status embodied by its President and the learning or scientific degrees it offers is considered equal to that given by the Syrian state- run universities and institutes.
The legislative decree also states that the higher education council will draw necessary instructions to implement rules of this legislative decree.
