Sudan: al-Bashir proposes the formation of a government after 'a political agreement'

The Sudanese president Omar Hassan al-Bashir earlier this week proposed the formation of a provisional government including representatives for the parties that should be reached prior to that " a political agreement " with his party "the national congress party."
Al-Bashir explained that a political agreement should precede the formation of a provisional government. This is, however, not stated in the Egyptian- Libyan initiative, In a speech he delivered at the students national conference, the Sudanese President added: " we will not refuse the political participation of the parties which agree with us in the government." He continued " we will never hand over the power to those who stay outside the country," in remarks to the opposition parties which are moving in Cairo and Asmara.
However, the Egyptian- Libyan initiative states to approve party pluralism,, forming a provisional national unity government, calls for the unity of the country and convening a conference to maintain national reconciliation.
However, the democratic national coalition ( which includes the rebellions in south Sudan and part of the northern opposition parties) which accepted this plan wants to add to this plan the two principles of the right to self- determination of the south of Sudan and to separate the state from religion.
