King Mohammed appoints new chiefs of several public enterprises

Morocco's King Mohammed VI has appointed Thursday new general managers of several public enterprises, including the Phosphates office (OCP), the Moroccan carrier Royal Air Maroc (RAM), the electricity office (ONE) and the railway company (ONCF).

The sovereign thus received at the royal palace in the northern city of Tetuan and appointed Mohamed Berrada-- former minister of finance and former ambassador of Morocco to France-- chief executive officer of the Moroccan carrier Royal Air Maroc (RAM), Driss Jettou-- former minister of finance and of trade, industry, and handicraft-- CEO of the OCP, Khalid Kadiri-- former secretary general of the finance department and former head of the deposit and management fund (Caisse de Depot et de Gestion/CDG)-- CEO of the National Economic development Bank (BNDE), Mustapha Bakkouri-- a senior executive of the Moroccan bank for commerce and industry (BMCI)-- general manager of the CDG, Ms Dounia Taarji-- a career banker-- director of the ethical committee of movable values, Ahmed Nakkouche, general manager of the national electricity office (ONE) after he served since 1997 as assistant general manager of the same office, and Karim Ghellab-- a senior executive of the equipment department-- general manager of the national railway company (ONCF).

During the same audience, the sovereign announced new other appointments, namely

a.. Taoufik Ibrahimi-former general manager of the national fisheries office-as chief executive officer of the Moroccan Navigation Company (COMANAV), b.. Ahmed Hajjaji, chairman of the board of directors of the Agriculture development company (SODEA), c.. Larbi Belarbi-former managing director general of SOREAD-2M--, CEO of the Moroccan car manufacturing company (SOMACA), d.. Larbi Bensheikh-former director of the Hassania engineers school-- general manager of the office of vocational training and labor promotion (OFPPT), e.. Mohamed Lahbib Gueddari-a senior executive of the ONCF-general manager of the National transport Office (ONT), f.. Majid Kaissar Elghaib, general manager of the national fisheries office-- where he served as secretary general from 1997 to 2000 and from July 2000 till his appointment as acting general manager g.. Abdelhamid Benalou-a university professor and founder member of the World Energy Efficiency Association-general manager of the center for the development of renewable energies (CDER).

During the ceremony, King Mohammed VI underscored the key role of the public sector in upgrading the country's economy. He said the imperative of modernization and adaptation to international environment does not concern the private sector only. The same requirements must be met by the public administration and state-owned enterprises operating in strategic economic sectors whether those related to finance, mining resources, air transport, electricity, railways or others.

The sovereign compared the enterprise to a living being that must adapt to its time and integrate the changes that are imposed to all of us and pointed out that the success or failure depends first of all on humans and that the mediocrity of public services is not a fatality.

Calling the new managers to be open-minded and to show moral and professional rigor, the sovereign underlined the lofty and exhilarating character of public service when succeeds in conciliating between efficiency and performance, self-denial and respect of the ethics that are the foundations of this service.

King Mohammed VI then stressed the need to assess in a regular, objective and thorough way any public mandate. accountability is, actually, the democratic foundation of public service and not only an ordinary, compulsory management procedure, especially in the state of the rule of the law that we want to build up and for which we are mobilized, the sovereign said.

During the audience, the sovereign decorated Khalid Kadiri, the new CEO of the BNDE with the Wissam Al-Arch of officer order.

The Audience was attended by minister of economy, finance, privatization and tourism, Fathallah Oualalou, the minister of industry, trade, energy and mining, Mustapha Mansouri, and the minister of transport and merchant navy, Abdeslam Znined.
