Ozi Dayan lacks confidence in Arafat

The chairman of the so-called Israeli national security council Gen. Ozi Dayan has stated that of the chairman of the Palestinian Authority Yasser Arafat will not be totally able to control the Palestinian public and implement all Israeli security requirements towards ending the Palestinian Intifada, and this will make him (Arafat) loose his position as a partner in the negotiations process.
The Hebrew- language Israeli radio on Tuesday quoted Dayan as saying in a study he had prepared on current conditions and he submitted to heads of Israeli security departments that Arafat, at the meantime, does not control conditions in the West Bank and Gaza the way he used to in the past.
He added that Arafat's full command on the situation is considered a main Israeli precondition in order to give him confidence.
Dayan said that Israel, at the strategic level controls conditions in the region, however, " this does not mean it can in the future control these conditions from the tactical view points."
