African federation ratified

The Organization of African Unity on Tuesday announced that 36 states have ratified the African federation which will be therefore be put into actual implementation when the organization receives official documents to this effect.
News reports quoted the secretary general of the African unity organization Salim Ahmad salim as saying in a statement that Uganda has set its ratification documents to be country number 30 out of 36 which signed the federation's document, and that when the last six ratification documents are put at the general secretariat the legal criterion for declaring the African federation will be completed.
The document provides for the birth of the African federation states that this federation will be under a higher commission including heads of states and governments and also it includes an executive council composed of ministers and states to form a parliament of a consultancy role.
Worthy mentioning that member states at the Organization of African Unity unanimously agreed to establish the African federation during Sert (Libya) summit in March without waiting the 36 ratification so as to be operative.
However, the parliaments of the 36 states members of the African federation which is two thirds of the 53 countries in the Organization of African Unity , according to the arrangements ratified in Lomy in July 2000.
