Moroccan-British talks on administrative reforms

Moroccan minister of civil service and administrative reform, M'Hamed El Khalifa, who started Tuesday a three-day visit to Great Britain, held talks in London Thursday with British Secretary of state for European affairs, Keith Vaz.
Talks covered bilateral relations, issues of concern to the European Union and to Morocco and other questions of mutual interest.
El Khalifa also met director of the modernization program of the government secretariat general, Jeremy Cowper, and director of the department of civil servants' performance and salary assessment, David Bennett.
The Moroccan minister was briefed on the structure of the British administration and the use of modern technologies to improve the civil service performance.
He later on conferred with director of the ethics committee, Philip Aylett, and with head of the recruitment department, fred Jaeger.
On Wednesday, El Khalifa had met minister of state to the British Presidency council in charge of special missions, Lord falconer, who made a presentation on the administrative reforms operated by the British government over the past two decades to improve the administration service to the citizens.
The Moroccan official informed his interlocutors on the political situation at home, expounding the new concept of authority being developed and the progress scored in the promotion of human rights, the rule of the law and the democratization of public life.
The reforms initiated in the civil service department are mainly meant to institute a new code of ethics in the administration, rationalize human resources, justify administrative decisions, and improve civil servants performance, El Khalifa said.
Specialists from the University of Manchester in the UK have recently contributed to the elaboration of a guide on performance evaluation in the Moroccan civil service.
The guide on performance evaluation, first piloted in the Ministry of Housing is now due to be introduced in all Ministries.
El Khalifa's visit is meant to carry on this practical cooperation program aimed at sharing best practices in civil service management and encouraging good governance.
