On the general conditions in Somalia

News reports issued on Friday said that the International community has not succeeded since ten years, either in using the policy of the carrot nor the stick policy in the efforts and attempts to put an end to the disorder predominant in Somalia nor to make it a united state.

The reports added that the UN is still under the shock because of the bloody failure of its two teams for keeping peace in Somalia between 1992- 1995 which resulted in killing 136 soldiers member of the UN including 18 Americans. Incidents which coupled by great media campaign.

The report explained that since 1991 12 conference for peace for Somalia were held while the 13th conference started in Arta, Djibouti in April 2000 at the full backing of the International community and resulted in last Summer in electing a provisional parliament, choosing a President and forming up a government.

The report continued that until 1995, the UN operations in Somalia cost almost US $ 4 billion but since then the annual aids for Somalia has not exceeded US $ 50 million, according to UN sources in Nairobi.

The reports continued that all attempts made by the countries of the African horn region were in contradiction with their different interests to making peace initiatives in Somalia. In addition to Djibouti, Ethiopia had interfered militarily in Somalia claiming security reasons for such an interference along its borders or to provide financial backing to this group or that one in organizing peace conferences in Addis Ababa in January 1993, in July in 1993 and then in Sudari in 1996.

The reports concluded that despite all these attempts Somalia especially its capital Makadishu is still drowned in complete disorder and a stage for fighting and a field for destruction after it was used to be the most east African countries security before the eruption of civil war by the beginning of 1991.
