Butaflika and the army in Algeria

The chairman of the national league in defense of human rights in Algeria Ali Yahya Abdul Nour has announced that the Algerian President Abdul Aziz Butaflika has asked certain Western countries, especially the US to back him to have influence on decision makers in Algeria in order to achieve democracy and stability.

In an interview with the Algerian daily ( al-Youm) issued on Monday, Abdul Nour added that Butaflika also used International organizations which are concerned with human rights to confront the army, adding that Butaflika seeks to single out the rule and the authority and that he ( Butaflika) does not know about human rights as he wants constitutional disorder and exploiting all rights stated in the constitution.

During the said interview, Abdul Nour spoke about several Algerian security, political, economic and social files. He said " In Algeria we see a blockade because there are two authorities. There is a clear authority in that Butaflika is a President and a hidden actual authority which is the army and for that reason Butaflika does not own the capabilities to settle the crisis Algeria has been passing.

Abdul Nour indicated that Butaflika tries to run matters the same way the later President Hawari Bu Medyan did. He explained: " But Bu Medyan was the one who created the army and that there are four things that Butaflika can not make which are: " defining the role of the army, making a move inside the military establishment and the Polesario question. Butaflika could not make a distinction in the Algerian- Moroccan relations, despite his wish to open the borders. And the fourth thing is the file of the Islamic front which is not at the hand of Butaflika, rather in the hand of the army.." Abul Nour continued that besides all these things Butaflika proved incapability in the economic matters.

Abul Nour said that there are three armed groups in Algeria which are " the armed Islamic group " al-Jeya" and armed groups that practices state's run terrorism and groups that are working in the dark. He warned that a coming " red military" is coming because the region has neglected the political solution and the civil reconciliation, adding that the security solution has not succeeded because it had treated the gunmen as outlaws and guilty and their political and religious convictions were not honored or respected and because there are still social problems, especially poverty. He noted that there are 14 million Algerians who suffer poverty besides human rights conditions in Algeria have not changed because laws are not honored nor applied.
