Frustration and anger in the ME, behind unresolved political problem
Egypt-Palestine, Politics, 1/8/2001
In full secrecy, a four-way security meeting was held in Cairo in the presence of Palestinian, Israeli, US and Egyptian security delegations with the aim of stemming deteriorating positions in the occupied lands and easing down violence.
The Palestinian side set these conditions for halting the uprising:
1- Halting military escalation, dismantling Israeli siege, opening crossing points and frontiers.
2-Bringing security situation to its pre-September 28 status.
3-A clear-cut and frank commitment to making no threats for killing or liquidating Palestinian leaderships whether in Fath or opposition and the abandonment of lists of assassinations announced, by the Israeli intelligence service.
Palestinian sources said if the Israeli side responded to these demands, they would take measures for halting uprising on condition that these steps should run parallel to Israeli steps, a move which is supported by the Egyptian and US sides. The Israeli side meantime calls for halting Intifada first and for joint security arrangements.
Meantime, Foreign Minister Amr Moussa said there is no Egyptian citizen who aims at halting uprising without making a headway in the peace process. He added that the security problem could only be solved in the framework of the political problem which is behind frustration and anger.
Moussa said any document containing results of the US peace proposals should be balanced and take into account the requirements of international legitimacy.
He warned against the risks of the political problems on the Palestinian track. He said anger would remain as the basis of the Palestinian people's dealing with the Israeli occupation troops so long as these problems remained unresolved.
Moussa called for extending Arab material support to families of the Palestinian martyrs.
He denounced Israel's war threats, adding "We should work for reactivating the peace process."
