A higher commission was established to develop Mecca

A royal decree was issued provides for the formation of a higher commission to develop Mecca and areas adjoining " Beit Allah al-Haram" and to build new housing units for pilgrims and those who come for al-Omra.

The decree set the aim of the commission which is headed by the prince of Mecca district Abdul Miguid Bin Abdul Aziz by drawing an urgent plan to develop and expand the area, and construct streets and internal road networking to contains the traffic jam resulted from the increasing numbers of cars and people.

This Saudi decision came within the course of the Saudi decision falls in the course of the state's plan to expand the holy shrines. This plan started on 1955 under the rule of King Saud, the second Saudi Kings. Five phases were carried out of this plan. The second plan was in 1959 and the third was in 1961 and then the fourth plan in 1985 followed by the fifth in 1988. Since then al-Haram Mosque has become of a capacity to seat one million Muslims in their prayers.
