Mubarak to issue elections republican decree

Egypt's President Mubarak tomorrow issues a republican decree inviting voters whose names are registered in election sheets to cast their votes in the upcoming People's Assembly which will be held on three stages starting next October 18.

Minister of Information Safwat Al Sherif said the republican decree, will determine, for the first time, all procedures of elections such as the sites of committees, constituencies, the number of governorates to be covered by each stage and the date of run off elections according to the number of judges who will supervise elections in order to cover the map of constituencies which is divided into 15,251 sub committees affiliated to 222 main committees.

The Minister of Information told A1 Ahram that the Minister of Interior will issue a decision, following the republican decree, opening the door to candidacy and admission of applications.

The Minister of Information, in his capacity as Assistant Secretary general of the National Democratic Party, said the party secretariat will tomorrow announce the name of the NDP candidates, and added that the ratio of change is 42% according to the principles declared by President.

He said the party is keen to infuse new blood into its infrastructure and to provide an opportunity for new elements so that party and parliamentary action may not be frozen.

In this context, Minister of Interior Habib A1 Adly will issue a decision on Monday opening candidacy for the People's Assembly's membership as of next Thursday for eligible candidates.

Then, he will issue a decision appointing the heads of general and sub-committees from the judiciary men.

A1 Ahram learnt that Maher Abdel Wahid, the Attorney General will supervise the general judiciary committee which will be in charge of running elections in their three stages.

The Minister of Interior held meetings with his senior aides during the past two days for reviewing security plans which are associated with elections. The plan of the Minister of Interior will focus on the following elements:

- Keenness of the political leadership to deepen democratic approach.

- Keenness of security services to maintain neutrality.

- Providing a proper security climate for candidates, voters and judges including facing up to any attempt to break legitimacy. Public services will not allow any breach of legitimacy, agitation, and any attempt to undermine stability.

- All legitimate parties are entitled to organize election propaganda in a democratic atmosphere far from any breach of law.

- Working for elections to be an expression of Egypt's civilization. An official source at the Ministry of Interior said that because the new law did not specify how ballot boxes would be moved, senior officials at the ministries of Interior and Justice agreed on procedures followed before.
