Youssoufi calls government to speed action
Morocco, Politics, 9/13/2000

Moroccan Prime Minister Abderrahmane Youssoufi on Tuesday called on the cabinet members to speed up the government's action.

Youssoufi, who chaired the first meeting of the government reshuffled last week, stressed the need for harmony and coherence within the team and called for continuing efforts to moralize public life.

King Mohammed VI maintained Youssoufi, leader of socialist party "USFP," head of a 33-member government made of seven left and center parties.

The Prime Minister said the King's trust in the government should be another reason inciting the cabinet members to exert more efforts for the materialization of programs decided in accordance with the directives of the king.

Youssoufi said the government should promote investments through boosting the crucial role of the private sector, enhancing enterprise performance and encouraging private initiative in the realms of industry, tourism and information technologies.

The government should also endeavor to restructure the public sector and rationalize its management, he said, stressing the importance of promoting employment through developing sectors likely to add value to the economy.

Youssoufi laid a special emphasis on the development of the rural world, the consolidation of economic structures, the development of small and medium enterprises and handicraft and struggle against poverty, exclusion and social disparities.

The Prime Minister also urged the cabinet members to dedicate all their energy to the priorities set by the government "far from any partisan consideration that may harm the objectives and priorities set."

Youssoufi likewise urged the cabinet member to be closer to the citizens' daily problems and to meet the population's real needs. In this connection, he called the ministers to pay regular ground visits to listen to the citizens' grievances and find adequate solutions.

Touching on the rationalization of public expenditure, the Premier called for reducing the number of trips abroad. Moroccan diplomatic and consular representations abroad are already entitled to represent Morocco in international conferences and events, he said.

In the same vein, Youssoufi stressed the need to consecrate the values of merit, transparency and competence in the appointment of officials. He voiced hope to see the vacancies in top positions made public and open to all persons meeting the conditions required.

He called on the ministers to conduct a meticulous study on candidacies to appointments requiring the issuance of a Dahir (Royal Decree) before submitting them to the King.
