Minister decries Spanish presence in two occupied Moroccan cities abnormal

Moroccan minister in charge of territory development, environment, town planning and housing, Mohamed El Yazghi, lashed out at the Spanish presence in Sebta and Melilia (two Moroccan cities still occupied by Spain) as an abnormal situation.
The minister, who was speaking at the opening of the city's summer university on relations between Andalusia (southern Spain) and northern Morocco, said the present situation in the two cities is behind the fact that they are becoming a den for international traffickers of humans and goods and for money laundering.
He went on that the government is granting a particular interest to a king-backed program to develop these regions in order to break their isolation and improve the life of populations.
The multiple contacts between the two countries' top officials and the creation of new channels of cooperation and understanding at governmental, parliamentary and social levels are factors kindle optimism as to the evolution of relations between Morocco and Spain despite some problems, he said.
Spanish, French and Moroccan university professors are taking part in the Martil summer university held by the International university of Andalusia and the General Union of Andalusia workers.
Topics on the agenda cover agriculture and rural development, technical, scientific and social aspects of waste processing, migration and migrants, relations between Europe and the Maghreb and historical centers: the return of crafts and tourism.
