Moroccan human rights minister cites white revolution under king mohamed vi
Morocco, Politics, 6/28/2000

Moroccan human rights minister, Mohamed Aujjar, on Tuesday described as a "white revolution" the changes going on in Morocco under king Mohammed VI, based on the new concept of "authority at the service of people" developed by the sovereign.

The minister, taking part in the Warsaw conference on democracy which brought together foreign ministers and top officials of over 100 countries, Aujjar said one of the major decisions made by the sovereign to heal past wounds was the creation of a commission to compensate victims of human rights abuses, which marked the first in a series of measures to close, once and for all, the pending human rights issues in Morocco.

He also explained that when he was crown prince, King Mohammed VI staged campaigns to combat poverty which gave hope to poorest populations. The minister also surveyed various stages covered by Morocco, since independence, to consolidate democracy through inception of a whole set of institutions and mechanisms needed for a true democracy, the separation of powers and the political multiparty system.

He added that the present government is composed of several renowned human rights and democracy activists.

Dealing with international issues of democracy, the Moroccan minister underscored that the advent of democracy in the world marks the triumph of humans against injustice, repression and totalitarian regimes. He noted, however, that heavy indebtedness, economic constraints and natural catastrophes still impede the advent of democracy in several parts of the world.

For Aujjar, each people has its own view of democracy, in the respect of the basic principles of legality, power separation, elections and attachment to human rights as they are universally recognized.

The US-sponsored conference on democracy was crowned with the adoption of a declaration backing human rights and governments based on free and fair elections.

France refused to sign the declaration, citing divergences with the United States over how best to promote democracy and fears that such ad-hoc gatherings as the Warsaw conference would water down the authority of the United Nations.
