The organizational paper to the 9th congress of the Baath Party

The organizational paper to be submitted to the 9th party regional congress in Syria dealt, in hard figures, with all activities carried during the past period in the areas or organization, party qualification, labor and peasants bureaus and in the areas of education, people's organizations, youths, sports, vocational trade union, the Baath vanguards organization and the party's financial and legal bureaus.

The report which is 182 page long speaks about the need of " preparing the "Baathists comrades" within armed groups with the objective continued readiness to challenge the enemies of the revolution and the people and to carry out missions assigned to them." The report noted that the Baathists should undergo to military training courses so as to be able to upgraded to "active " members in the party.

The report said that the number of those who subscribed to the Baath party since the 8th regional congress reached 1,715,337 including 34,56% women and 65.44% men. The report added that the number of Baathist teachers reached 56% at Damascus University, 79% at Tishreen University ( in Lattakia), 81% at al-Baath university ( in Homs) and 54% in Aleppo university. The report added Baathist students at the Syrian university reached 61% in the year 2000 after this rate was 18% in 1985.

The report indicated the introduction of informatics (information technology) since 1997 so as to be one of the main subjects in the first university learning phase.

The report said that the Syrian universities delegated 162 university teachers to specialize in the area of informatics. And in this regard, the report said the congress will propose " amending the name of the ministry to be the ministry of higher education and scientific research."

Meantime rate of teachers to students in the year 2000 reached one teacher for each 127 university students after this rate was one teacher for every 1485 students in the year 1985.

The report indicated " the care accorded by the Baath party leadership to the Syrian students of the Golan heights and facilitating their procedures in all fields and qualifying them on the scientific and Baath party doctrines levels." The report said this was done through several measures including efforts dedicated by the national Union of Syrian Students towards settling all issues and problems relating to the Syrian students in the Golan who want to study in Syria and delegating them to friendly countries with financing from UN organizations ( UNESCO) and giving them monthly payments from the Syrian ministry of education offered to all Syrian students from the Golan studying in Syria whose number is 300 of both sexes.

Concerning the " economic bureau," the report called for " backing the national industry and developing it so as to meet the requirements of the local market through modernizing and promoting the industrial public sector." The report also called for ensuring "basic requirements for the process of raw material exploration through giving interest to (concerned) establishments." It also stated to give special importance to the agricultural sector, encouraging the private and joint sectors for investment in various production sectors, guidance of exports and exports process towards ensuring basic requirements, increasing work opportunities so as to limit drain bran, improving public services, to quickly use and improve scientific technology and improve administrative and technical performance.

On the legal bureau, the report said that "the issuance of laws and legislation and improving already standing laws in line of current conditions, are of great interests to the Baath party regional leadership, especially amending the law of the judicial authority and the establishment of an institute to qualify judges."

The report said that the number of judges increased 542 between the 8th and 9th party congresses. Therefore number of judges at the ministry of judges has become 1307, some 998 of them are Baathists, representing a rate of 76.3%.

The report in this regard proposed the " principle of the supremacy of the law and continued issuance and amendment of law and legislation and the inclination towards the independence of the Judiciary system."

In the area of Party and political activities in the armed forces, the report said that nine Baath party branches were established and therefore number of the branches in the armed forces increased to 27, to 212 sections and 1656 groups.

The report added that the number of those who subscribed to the Baath party in the armed forces since the 8th congress until 1. March, 2000 is 25066.

The report indicates the obstacles impeding the party and political activities in the army and noted in particular the " increase in the number of illiterate especially among the soldiers recruited for the army service, the general living conditions and the (disparity) between wages and price levels and the social and psychological consequences of these elements on them."

The report proposed among other things: "work to improve the living condition of workers at the armed forces; continued efforts to fight illiteracy; encouraging scientific research, especially studying some adverse phenomenon between the army members and means of dealing with them.
