Damascus: A call for change
Syria, Politics, 5/19/2000

Investigations continued in several corruption files after former prime minister in Syria Mahmoud al-Zou'bi was brought before the court and " his transferred and non-transferred credits were reserved."

Meantime, renowned Syrian intellectual Tayeb Teizini called upon all " to rush forward towards (new) horizon," a horizon in which " signs of the change have appeared " to withstand " the catastrophic results of corruption."

On Wednesday Dr. Teizini wrote in the Syrian Arabic-daily Tishreen the second part of his three-way article of " the tripartite of corruption: its reasons, mechanism and results" in the Arab homeland.

Teizini says that reasons behind corruption in the Arab states are attributed to make people economically poor as from the grass-root of the social strata to the middle class; noting that this was manifested in durable increase of prices, fixed salaries and wages and imposing taxes, but hinting in this regard that rich, dignitaries and those who are close to the ruling system escape, with the help of sides concerned in the Arab homeland from the imposed taxes on their greatly increased fortunes.

Teizini did not refer specifically to any Arab state. He continued that among the reasons behind corruption is the " destruction of development projects which are supposed to absorb ten of thousands of men and women. The destruction of certain judiciary establishments, the hope of people to justice and converting them into an establishment includes those who bear the name of a lawyer, a judge and judicial consultant. Those in reality are not like that" They blackmail people and ever commit the mistake of converting the assassinate, the thief and the criminal into honest people, while putting the real honest people in the prison."

Teizini added " also among the reasons of corruption in the Arab society is manifested in ending the political life under bright names that give the impressions that there are national and patriotic blocs and fronts, while in reality these fronts and blocs even have no say over the offices they stay in." He remarked that most media in the Arab states work for taming people on ideological, cultural, psychological and spiritually to break their spirit and have them surrender to the status quo.

He called on all to "rush on towards the signs of the change which are looming in the horizons."

This call was made four weeks ahead of the convening the 9th regional conference of the ruling Baath party which has been in power since 1963.
