Algerian government council's adopts bills relating to post and telecommunications

The official Algerian News Agency reported the following statement released by the government council on its meeting today under the chairmanship of Mister Ahmed Benbitour, head of government:

1- The government council examined and adopted a bill fixing the general rules relating to the post office and telecommunications presented by Mister the minister of post offices and telecommunications.

The draft bill aims at reviewing the legal frame specified by the 75-89 order of December 30, 1975, bearing the code of post offices and telecommunications.

It particularly tends to reorient the state's role towards the missions of the public power and to specify the general conditions of establishing the operators by attributing different types of concessions in a competitive market.

In this connection, institutional and organizational measures are recommended with a view to allow the reinforcement of the state's prerogatives, in controlling and regulation matters of the sector of post offices and telecommunications and the establishment of a regulation authority, placed beside the minister, in charge of looking after the good functioning of the market and to preserve the general interest of users.

Other measures are expected in this draft bill to allow the transition of the sector of administrated management towards a management by concession in a competitive market, guarantying at the same time the social rights of workers concerned by this evolution of the post offices' and telecommunications' administration.

2- Then, the government council listened to a communication of Mister the home minister on the preparation of the Walis (prefects) meeting expected on May 12, 13, 14, 2000 in the nations' palace.

The Walis meeting, which is a meeting for the evaluation of the situation at the local level of all the sectors of national activity, mainly aims at: making Walis aware of the governmental action's priorities, particularly concerning the local development, the taking in charge of local populations' aspirations as well as the improvement of their living frame and the rehabilitation of the most disinherited zones especially those who have suffered more from terrorist acts.

This meeting will also enable to instruct the Walis, and through them the set of local authorities, for a bigger mobilization as for the implementation of the national program of developing the zones to be rehabilitated, the evaluation of help mechanisms for promoting employment and the taking in charge of the questions of agricultural, industrial, urban and housing real estate, as well as the improvement of relations between the administration and the administrated for a bigger transparency and a more efficient participation of local authorities for a better taking in charge of their problems.

3- The government council also listened to a communication of Mister the foreign minister on the co-chairmanship by Misters the members of the government, the joint commission of cooperation.

In the frame of bilateral cooperation, Algeria has signed important agreements bearing the creation of joint commissions with some countries of the Arab world, Africa, Europe, America and Asia.

This action aims first of all at giving a new dynamic to multiform cooperation that Algeria has with its different partners in the field of politics, economy and culture.

The various joint commission set up will assure the follow up of the implementation of cooperation programs jointly established, taking into consideration our country's option for the economy of the market and participation as well as the national economic sphere.

4- Then, the government council listened to a communication of Mister the minister of SME/SMI on the day of study relating to concentration with the world of enterprises, organized on April 11, 2000.

The meeting that gathered the representatives of employees organizations of the public companies and professional organizations allowed the participants to expose their concerns and to the minister to present the government's orientations in this matter.

The government underlined the importance of SME/SMI for employment and in the struggle against unemployment. The government also considered that the unity of employees' organizations would help intensifying their relations with the public authorities and the improvement of the joint efforts' results for the revival of the national economy.

5- Finally, the government council examined the projects of the executive decrees bearing attributions and the organization of the central administration of the ministries of SME/SMI, work and social protection, health and population, agriculture and public works, land development and urbanism.

These draft bills of the executive decrees that had been presented by the respective ministers consequently intervene in the presidential decree N° 99-300 of December 24, 1999 baring the appointment of the government members in order to strengthen the new structure of the government that notably divided up the ministry of agriculture and fishing into two distinct departments as well as the ministry of work, social protection and professional training, and set up a ministry of public works, land development, environment and urbanism.

The draft bill of the executive decrees relating to the ministries of SME/SMI and health and population enable the two respective ministerial departments to adapt their organizational means to the objectives assigned to them by the government's program.
