King Mohammed lashes out at red tape

King Mohammed VI on Thursday lashed out at red tape and called for levelling down obstacles hampering the flow of investments in Morocco.

"We reaffirm that administrative bureaucracy is one of the major factors hampering development," the king said in a speech at the opening session of the National Promotion and Planning Council.

This advisory body to the king, set up in 1957 to probe issues of relevance to national promotion, economic and social development planning, devotes its current session to the 2000-2004 economic and development plan.

"The administration's complex procedures, routine reflexes, poor management of public service as well as isolation, and inability to communicate with its environment (...) are translated into the exacerbation of adverse phenomena, especially indifference to citizens and investors' affairs," he said, underlining the fact that such behavior blocks economic activity as a whole and, hence, the expected global development.

The king said he was keen on settling problems slowing investments and recalled, in this connection, the setting up of an experts commission, under his effective chairmanship, to diagnose problems and find solutions to scrap red tape.

The commission, which held a meeting last January 13 under the king's chairmanship, includes outstanding figures such as former Premier Abdelkerim Amrani, Economy and Finance Minister Fathallah Oualalou, former minister Driss Jettou and Abderrahim Lahjouji, president of the Employers' Association.
