Report: United Nations not to move troops without Lebanese consent

The Kuwaiti daily al-Qabas said on Wednesday, quoting well-informed Lebanese sources, that United Nations Secretary General Kofi Annan told specialized Lebanese sources that he will not move one UN soldier before Lebanon agrees to this plan for Israel's withdrawal from south Lebanon.

The paper added, according to the sources, that there will be no amendment to the UN resolutions 425 and 426 and that the resolution to be released by the UN will "confirm the provisions of UN resolutions 425 and 426 and will state to increase the number of UNIFIL troops to 7,000 soldiers."

The paper continued that according to the sources it has become evident that a multinational force will not be formed because forming such a force will have negative political and psychological consequences on the Lebanese internal front.

The sources stressed that the visit of Syrian Foreign Minister Farouk al-Shara to Paris will positively reflect on the issue of Israel's withdrawal from Lebanon in a way that would prevent military reactions that would be of grave consequences on the Lebanon condition.

The sources indicated the need to be cautious against that the Israeli withdrawal will be only from the land while the Israelis will remain active in the sea and the air in a way which calls to mind the provisions of May 17 accord on Lebanon.
