Libyan ambassador to Qatar leaves for Tripoli
Libya-Qatar, Politics, 4/26/2000

The Libyan ambassador in Doha, who was summoned by Tripoli, left for his country on Tuesday for consultations after the Qatari al-Jazira satellite broadcast a program including criticism against Libya.

Participants in the TV program criticized the Libyan government and the ruling system in Libya, which is based on people's committee. The participants described the ruling process in Libya as a dictatorship and said that the only decision-maker in Libya is Col. Moammar Gaddafi.

Libyan opposition members and expatriates describe the Libyan leader as preoccupied with African affairs and justice and democracy abroad while ignoring such issues on the internal level. The criticism is placed upon Gaddafi for squandering the Libyan petroleum income on military programs and poorly studied economic projects and leaving the country without additional sources of income other than oil. This according to some has left the country as a mere welfare state that collects oil revenues and distributes them without creating any local means of production and without relying on internal taxation for its operations.

Libyan Ambassador al-Mabrouk Muhammad al-Maadani to Qatar arrived at Tripoli yesterday morning while Qatari sources refused to comment on this strict Libyan procedure following the broadcast of the al-Jazira TV program that discussed the recent ministerial reshuffle in Libya.
