Diplomatic reports on Syrian track

The Kuwaiti daily al-Anbaa quoted diplomatic reports, arrived in Beirut from an Arab capital as saying that the intensive messages exchanged last week on the obstacles that prevented the release of concrete results at the Geneva Summit between Syrian President Hafez al-Assad and US President Bill Clinton could attain a Syrian breakthrough, embodied in Israel's recognition of Syrian sovereignty over the eastern coast of the northern coast of Tiberies lake, according to the fact that there were positions for the Syrian Army on this coast before 1967 at al-Homour district, and especially the relatively high Houqa position.
The reports added that this Israeli recognition will be followed by an Israeli proposal of joint investment on the tourism level in this area or what had been stated by the Israelis on using this coast for non-military purposes under the auspices of UN forces.
The reports indicated that the Syrian side proposes maritime borders beside the borders which Israel had recognized, a matter which might lead to Israel's consent to Syria keeping two waters line in the depth of the eastern coast besides al-Homour position.
The sources did not rule out the element of maneuvering in the Israeli proposal, which might be behind the hurry to invite Israeli Prime Minister Ehud Barak to Washington.
These sources expressed confidence that the aim of this new Israeli move is to revive the Syrian- Israeli track after Barak has become convinced that withdrawal from south Lebanon should come according to a peace agreement.
The sources added that the content of Barak- Clinton meeting in Washington is the Syrian track, under a Palestinian title.
