Moroccan - Algerian heads of state meeting not to be excluded
Morocco-Algeria, Politics, 4/3/2000
A Moroccan- Algerian summit in Cairo was "not excluded," Moroccan Foreign Minister, Mohammed Benaissa, said when answering reporters in Cairo on Sunday at the end of a meeting with Egyptian counterpart Amr Moussa.
To whether an agenda has been set for such an event, Benaissa answered negatively adding should the meeting take place, it would definitely be a bilateral Maghreban meeting, Morocco and Algeria being neighbors bound by common interests.
As to whether participation to the summit meant resumption of relations with the Organization of African Unity, Benaissa said the kingdom's stand has always been crystal-clear: "we want to be a full-fledged member of the OAU on grounds of legality and respect of the organization charter which requires member countries to be sovereign and exercising power on the territory."
When Morocco quit (the OAU), it was in protest against the violation of this key provision of the charter and the intrusion of an entity "deprived of any sovereignty, any attributes of statehood as defined by international law," he said.
