Oualalou outlined the transitional finance bill, reports government spokesman Khalid Alioua, saying it will be taking into account adverse impact of drought on rural population and provide for joint efforts to alleviate effects.

Alioua said the budget for the last semester of this year earmarks 1.5 billion dhs to assist small farmers via the rural promotion fund topped by the prime minister.

As to boosting the production system, the second major axis of the bill, the minister said the Hassan II foundation will be financing, thanks to second GSM license revenues, first basic projects in the second half of the year to spur on development and investments.
