Annan report blames US, Britan for holding up Iraq humanitarian aid

A report from UN Secretary General Kofi Annan to the UN Security Council on Iraq blames the US and Britain for impeding humanitarian efforts by holding up the approval of numerous contracts, Washington Post reported.
