Bouteflika call on citizens to be active in their own affairs; responsible government
Algeria, Politics, 3/2/2000
Algerian President Abdelaziz Bouteflika called on citizens to be active members of society in managing their own affairs and not waiting for the government to solve all their problems, and he called on the government to give those citizens the power and sense of confidence for participation in public life to achieve those goals.
Bouteflika's speech was presented at the end of the meeting of the Algerian Cabinet dealing with coming session of the Algerian National People's Assembly (parliament).
Bouteflika called for complimentarity between the government and parliament, Algerian News Agency reported, saying, "It is first a matter of the fundamental text of the country which is the main reference translating the people's sovereignty. Secondly, there is the program to which the Algerian people manifested in its majority its adhesion that it (called on) me to achieve. Then, it is a matter of the government's program which, coming within the frame of the presidential program, is also the parliament's program."
He told his Cabinet that there is the need for working visits to the Algerian provinces, especially areas that are able to attract investments to encourage development. "The duty of truth obliges us to inform the Algerian people about (the facts in all their dimensions). The Algerian individual needs confidence to behave as an active citizen and not as a subject who receives and waits for all things from his/her state," Bouteflika said.
He said that all officials must manage materials and public funds within legal means and for the public's service, adding that international financial conditions call for rational public expenditures and efficient use of financial resources and investments.
Bouteflika also called for regular evaluation of public policy and investment programs.
"I am convinced that every one of you, like every member of the parliament, feels at the same time responsible and taking profit from the collective effort as the objective of all of us and of everybody is to serve the nation, and exclusively the nation," he told the Cabinet.
