Reform of education system, cornerstone of sustained development, king says
Morocco, Education, 3/1/2000

King Mohammed VI pointed out Tuesday that the reform of the educational system is the cornerstone of a sustained social development and called for enforcing the new educational system as of the coming academic year.

King Mohammed VI said before a ministers' council that the reform of the education system will enable Morocco hold by the end of this decade a prominent place among nations having a high human potential.

The council was mainly devoted to discussing a first package of draft bills on the implementation of the national charter on education and training, a statement by the official spokesman of the royal palace said.

The parliament is to hold as of March 3 an extraordinary session to examine and vote the bills.

King Mohammed VI said "the goals stipulated by the charter and the reforms it implies are likely to institute a new national school that will train a skilled and capable citizen, devoted to his homeland, aware of his rights and duties, acquainted with national and local affairs, attached to his identity and to the country's sacred values and at the same time open onto universal gains in the fields of science, technology and civilization."

The charter, the fruit of a large national consensus between the various political, social, scientific and civil components of the Moroccan society, is the result of the contribution of all for a Morocco open to all, the sovereign said.

The sovereign called all concerned sides to see to the materialization of the reform and urged the government to gather the adequate conditions to start the implementation of the reform as of the coming academic year.

The council discussed and approved 11 draft bills and 14 draft decrees.
