Djibouti's government signs agreement with opposition ending hostilities

The government of Djibouti and the Front for the Restoration of Unity and Democracy in Paris on Monday signed an agreement to halt the state of hostility between the two sides that started at the beginning of the 1990s, and the agreement is supposed to lead to the release of detainees held by the two sides.
The agreement, which was signed at the Meridian Hotel following ten days of secret negotiations in Paris, had the signatures of the chairman of the office of Djiboutian President Ismael Omar Guelleh and the commander of the opposition, Ahmad Dini Ahmad.
A joint statement released by the two sides following the signing ceremony said that following steps taken by Dini in which he expressed his front's readiness to take part in peace negotiations, Guelleh decided to respond and sent a delegation to negotiate with the front over conditions to achieve civil peace and determine the necessary reforms.
The statement added that the "negotiations resulted in a framework agreement including an introduction and seven provisions dealing with conditions of civil peace and means of reforming the results of the civil war and measures should be taken to maintain decentralization, establishing democracy and improving public affairs administration."
According to the statement, the two sides announced a halt to the state of hostility between them as from today to pave the way before implementing the agreement under the best conditions. They also decided to release all detainees held by the two sides immediately and stressed, therefore, "a new attitude that puts an end to previous conflicts."
The statement stressed that the implementation of the framework agreement will help end the deep consequences that resulted from the grave conditions prevailing in Djibouti for several years.
