New government in Sudan

On the eve of an important meeting for the ruling Sudanese National Congress Party, during which Sudanese President Omar Hassan al-Bashir and the secretary general of the party, Hassan Turabi, agreed on new proposals to share responsibilities, a matter which put an end to crisis between the two men which lasted for six weeks.

Sudanese television said on Monday that President al-Bashir formed a new government in which the ministers of defense, foreign affairs and the interior as well as the information kept their posts.

The television report said that before the end of December 1999 the government resigned, and its members were asked to run the activities of the ministries until the appointment of the new government. The television report added that the new government includes 25 ministers while the previous government had 27 ministers.

Earlier the Sudanese news agency, SUNA, said that al-Bashir, who dissolved the National Council (parliament) on December 12 and announced a state of emergency for three months, had resigned his government and all governors of states in the country as well as his senior aides in an expected step after he has new assigned authorities.

Both al-Bashir and Turabi agreed on proposals submitted by the rift-healing committee in the ruling National Congress Party, which aims at settling the current conflict over power, including redistribution of authorities.

Turabi agreed to these proposals which ban his interference in the administrative issues of the party and strengthen al-Bashir's authority over the political establishments.

The chairman of the rift-healing committee, who is also the chairman of the Shoura council at the ruling party, Abdul Rahim Ali, said that the council, which is a 600-member committee, proposed at the conclusion of a meeting which lasted for 12 hours on Sunday that al-Bashir will have authority over the party's administrative affairs, as well as the state's affairs, while Turabi is to be responsible for ideological, mass and organizational activities.

The new formation comprised 10 new ministers among whom are ministers of industry, finance, planning, education and of aviation. It is worthy to mention that some of the Sudanese rulers of governorates have been changed.
